Complexity affecting territorial labor systems functioning and the importance of involved policy makers and stakeholders to cooperate in fostering employment development, WPBGO aims to provide meaningful up to date knowledge about territorial governance uses in UE and to analyze their effects in futures jobs creation and adaptation.
In a comparative way, first step will be the stock-tracking of actual knowledge about current European models of territorial governance of employment problems: institutional frameworks and legislative development.
Secondly, it will be identified in each model the role of institutional evaluation of territorial employment policies as input in the processes of decision making.
Lastly lobbying process in decision making and its impact on local labour system will be addressed.

This Work Package aims to firstly make an inventory of all the social and environmental innovations, especially within the third sector (a field that gathers very varied economic initiativesthat belong neither to the capitalist field nor strictly to the public sector) firstly in Europe and then at the international scale.
On this basis, the WPBIN will review the available documents and proposals concerning innovating initiatives and then debate their relevance and innovating dimension.
Then, this Work Package team will lead a reflexion on the means to convince civil societies, economical and political stake-holders to get involved in the development of innovating actions, so as to disseminate innovation in all the human activities and consequently to participate to the socio-environmental transition launching.
Simultaneously, the WPBIN members will draw a definition of an “innovating project” and make a repertory of the European innovating initiatives, which will be scientifically studied.

This Work Package aims to establish a framework and a methodology of analysis and monitoring of European territorial (local, subregional, regional) labour systems based on the principles, concepts and tools of territorial intelligence (Caenti, 2009). The object is territorial actors and Policy makers better to identify the territorial trends of jobs creation and daptation in the framework of the socio-ecological transition. The evolution of the so called “green jobs” will be specially focused with the purpose of addressing main different territorial trends in jobs and skills depending on social, economic, environmental and political context. Territorial actors’ and policy makers’ needs will be most important drivers of this WP whose final objective is to create an European model of territorial employment observatories.

[work] Transformation in the nature and significance of work address three different themes that are interrelated:
- From work practices: work is being diluted in life and vice versa. It gradually replaced the concept of activity that is "more professional". Technology is a factor encouraging this trend. Indeed, they develop generic tools, in particular, mobility, virtuality in the work.
- Mediation and objects: basically, the relational dimension and exchange are at the heart of the concept of activity. We propose to study the role and place of mediation and its objects in theemergence of new practices.
- The arrangements and organizing process: the new practices will generate in trade whether commercial or non-market, new modes of Production, No labor organization to coordinate work teams and virtual distance (crowdsourcing ...), No property, eg rights to intangible property and finally Skills and Trades.

[life], Developing a new understanding of value: life quality and sustainability of territorial consumption and production models, shall study the evolution from tensions to combination of the economic, social, environmental (and cultural) objectives of the sustainable development. It shall understand Europe in future world. It shall identify the European relevant territories and useful indicators for sustainable development and discuss the accessibility of indicators for territorial actors.

Political decentralizing processes, the concern for the sustainability of economic growth models in a globalized world, and the emergence of the knowledge society bring along a new way of focusing on the problems relating to development.
On the one hand, the concern for life quality in the present and future generations, brings into focus the territorial (vs. global) dimension of development, since there is growing awareness of the fact that not only are benefits generated in global markets, but also that it is on the local scale that the social and environmental costs of the models based on economic profitability are determined, thus affecting directly the unbalanced distribution of the population’s “welfare” and “better life”. On the other hand, focus on the territory allows a better perception of the multidi-mensionality and complexity of problems, highlighting two important issues. Firstly, the need for solutions to be tackled comprehensively and co-ordinately by all the actors involved in the territory (participation and the creation of tools to in-stitutionalise this participation emerge here as a democratic demand, but also, to the same extent, as an indispensable factor to guarantee the efficiency of decentralizing processes). Secondly, the lack of pluridisciplinary knowledge and learning available to tackle these complex problems comprehensively, and also the lack of project prospecting, design and evaluation tool kits really adapted or adaptable to the needs of the territory.
The caENTI (Coordination Action of the European Network of Territorial Intelligence) has progressively defined territorial intelligence as the science having for object the sustainable development of territories and having for subject territorial community.
- It puts in relation multidisciplinary knowledge on territories and their dynamics
- It strengthens territorial communities abilities to take part in their development in a fair and sustainable way
- It improves territorial information sharing and spreads its analysis methods and tools thanks to Information and Communication Technologies
- It promotes governance, decision making processes and practices valuing participation and partnership and research-action that contribute to fair and sustainable development of the territorial community
ENTI (Territorial European Network of Intelligence), the European network of territorial intelligence, developed in Europe from 1989 with the spreading of the method Catalyse. This method suggests the partnerships of development of the tools of scientific conception to realize diagnoses of territory, to estimate their actions and to observe the impact of these actions to elaborate projects of sustainable development in a participative way.
In 2003, the involved researchers and actors established the European Network of Territorial Intelligence. From March, 2006 till February, 2009, the caENTI, the action of coordination of the European Network of Territorial Intelligence, was supported by the 6th program of research and technological development of the European Union.
ENTI has for objective to assure the continuity of the actions of the caENTI and to spread collaborations on an international scale.
The caENTI is a consortium of eigth universities and seven territorial actors. As a general objective, it aims to integrate present research projects on territorial intelligence tools, so as to give them a European dimension.
To do so, it works out three activities of comparative research coordination:
- Tools for and by actors
- Fundamental methods
- Governance principles
It includes two dissemination activities: the Internet portal http://www.territorial-intelligence.eu and annual international conference.

Several years ago, the EU introduced the need for project management and evaluation. Since GÖTEBORG (2001) the sustainable development rules have established the principles of good governance: participation, well-balanced approach and partnership. Scientific methods that are adapted to these principles are available for the experts, but the territorial actors rarely benefit from simple and cheap tools to elaborate, manage, observe, valuate and transfer participative projects to a multi-sector partnership.
The caENTI project, as a general objective, aims at integrating present research projects on tools of territorial intelligence using information and communication technologies whilst respecting the sustainable development ethic.
Since March 2006, the date when the CAENTI action began, the coordination of the research activities of the caENTI participants, eight universities and seven territorial actors, converge to:
- Design and coordinate the implementation and documentation of friendly tools, which will be accessible to the the end actors of sustainable development, in the WP6 “Tools for actors”.
- Survey the spreading within Humanities and Social Sciences (HSS) of the research procedures in territorial information analysis, the fundamental methods and the generic tools, which can provide technologies and tools accessible for a professional use, in the WP4 “Fundamental methods”
- Valuate the practices of the scientific production that inspire territorial governance and the ethic principles, standards and protocols the territorial research-action and the territorial intelligence tools should fulfil, in the WP5 “Governance principles”.
Puesto en marcha en 2001, la “Maison des sciences de l´Homme et de l’environnement Ledoux” desarrolla un proyecto duradero e innovador.
¿Su objetivo?, responder a la demanda social y hacerse cargo de las nuevas temáticas que emergen en el campo de la investigación, llevar a cabo un cruce de intercambios internacionales que favorezcan la inserción de los investigadores en el espacio europeo y mundial, e incrementar la cooperación con el partenariado socioeconómico.
VALDOCCO desde los años 90 viene participando en las acciones partenariales vinculadas a la pobreza y exclusión social. En el programa europeo Pobreza III participa junto a la Universidad de Huelva, con el Observatorio Local de Empleo en acciones territoriales.
A partir de aquí comienza una acción de cooperación vinculada a la formación, la investigación-acción, al desarrollo de estrategias y propuestas vinculadas al desarrollo territorial. En este camino iniciado también han tenido oportunidad de trabajar en conjunto con la Universidad de Besançon y otros actores territoriales europeos con los que inician la Red Europea de Inteligencia Territorial.
Centro de Recursos, nacido de la visión de la sociedad Optim @ sobre la precariedad de algunos barrios en Seraing, intentos desde 2003 para mejorar las habilidades de los habitantes para contribuir al desarrollo de su barrio.
Después de tres años de existencia, los habitantes de los organizadores y colaboradores del Centro de Recursos celebró su inauguración oficial 24 de junio 2006.
El Centro está gestionado conjuntamente por Optim @ Teleservicio y con el apoyo de la Ciudad y los CPAS (Centro Público para la Acción Social) en Seraing, y la casa (una vivienda de la integración Asbl). Es financiado por la Región Valona, la Comunidad Francesa y el Fondo Social Europeo.
Accem es consciente de la necesidad de investigar continuamente la realidad para mejorar la calidad de sus actuaciones y para que éstas vayan ligadas siempre a las necesidades reales de la sociedad.
La realidad de vida de refugiados e inmigrantes es dinámica y cambiante, y exige un continuo esfuerzo de estudio y reflexión para actualizar información e impulsar nuevas acciones. Fruto de esta necesidad es la creación de instrumentos propios de investigaciónacción.
